This is huge for $EIGEN for 3 reasons 1. It eliminates incentives for idle stake that we don't need. 2. It makes explicit that EigenCloud usage fees will be directed to EIGEN buybacks 3. It ensures the best AVSs can get stake, scale up and send a portion of their rewards
