Here’s what actually happened: The “missing blobs” we saw weren’t from builder censorship. Fusaka updated how blob base fees adjust - but a base fee is a floor, not a guarantee of inclusion. Once the upgrade went live, L2s bid above the new baseline and filled capacity.
