`new URL(url, import.meta.url)` is supported in v2.4.0
During build, Vite will apply transforms so the URLs point to the correct location even after bundling and asset hashing. During development nothing is needed, this works natively in modern browsers!

Vite updates so fast. So I made a plugin to show an icon when an HMR update completes.
It only runs in dev mode, and disappears after a couple seconds.
