Clarification: Miles is right, the top step at Rogers IS in play. But as soon as the ball hits Suarez and caroms off him into the photographers' well, the umpires correctly kill the play. You can see the ball half-hidden behind the railing in this photo. Definitely dead!

Umpires all over the world laughing our heads off at wondrous cries of "Weird! Wild! Seldom seen!" on a play we see ALL the time, when an outfielder catches a carom off the wall, which is not a legal catch, it's a ball in play, so runners must advance or risk being forced out.
Just one of the most insane plays you’re ever going to see in a baseball game. From almost a grand slam to an 8-6-2 double play. WOW.

When he got hit by the thrown ball on the first play by an infielder, Suarez was on the top step of the dugout in a dead ball area; that's why the umpires ruled the ball out of play and awarded the batter/runner second base. It's also why umpires keep players in the dugouts!
