I remember this. The heaviest rain was actually forecasted for the Victoria area a little before Harvey made landfall. We ended up with around 12” after all was said and done, and Houston ended up with the bulk of the rain.
Even in Harvey, which was a well telegraphed forecast, we had questions as to whether the bullseye of 50”+ would settle over Houston or to the east or west. The storms on Thursday had well telegraphed risk of bullseyes of 10-15”. But it is impossible to place those exactly.
