Another pay round and we are no further forward on civil service pay reform. The broken pay system is damaging to the civil service’s ability to deliver the govt’s agenda- yet here we are again.

The civil service has grown because governments have wanted to do more. Post Brexit the UK needed thousands more border guards to meet the new demands of EU border checks. The government can have a smaller civil service but it will need to decide what it will stop delivering
