Solid point but wherever you see a dysfunctional environment in Nigeria, it's designed that way deliberately to make few guys money. A central database on "who owns what" that is verifiable and then eliminate governors consent. You'd see the speed of prosperity that will unlock.

I just realized something now. One of the things I have been unhappy about in the last 20 years is how we cannot unlock the capital in the housing market in Nigeria. It frustrates me that one of the biggest generators of capital in most developed countries is largely dormant.

Incorrect, this depends on what you mean by "commercial". If a person uses a celebrity pics to market his product then, there will be legal challenges but If a Paparazzi freelancer takes pictures of a celebrity at an airport, he owns it and can choose to sell it to news outlets.
