The Morrison government is the actual federal government of the day, meaning they have the majority of seats in the House of Reps. They can - and do - introduce legislation any time they like. They do not require a written note from any other party to do so. They're a joke.
Fletcher says the government "stands ready" to introduce its integrity commission legislation once Labor is on board. To be clear. There are only two reasons governments don't introduce legislation: 1. Concerns about your own people refusing to support it.

37 years ago today, Medicare was born. It’s one of Australia’s greatest achievements. But we can’t be complacent. This photo was taken in 1996 when the Howard Government was trying to close a Medicare office in my community. Labor built Medicare and we’ll defend it. Always.
