Are you confused that numerous projects had permitting and the business decided to shelve the project and others took a decade to decide proceed. Should the govt have forced them to build this stuff so they could lose money?
I think the obvious missing point is that we shouldn’t have been basing on “business cases” but on national security grounds (especially after the Russian attack in 2022). Trudeau blamed business cases because he just didn’t want to do it. It was clearly a convenient excuse.
