So what's the infrastructure to "shelter" 10 lakh dogs? The MCD operates 20 "Animal Birth Control" centers, which are run by 13 different NGOs. But these are NOT long-term shelters; they're short-stay sterilization facilities built to catch, neuter, and release.

Let's look at Delhi, the center of the order. The city has an estimated 10 LAKH stray dogs. (The last official census was 15 years ago in 2009!). In 2024, Delhi reported 25,201 dog bites. In Jan 2025 alone: 3,196. The problem is real.
