Having helped so many leaders with so many elections Prashant Kishore obviously knew that education, employment etc. won’t make him win the elections but maybe he actually felt for Bihar and wanted to see a change in how people think of elections more than winning the mandate!

How did it get this bad? Central funding for the actual solution (Animal Birth Control operations) fell to ZERO by 2021-22.The real development of govt-funded shelters is only just starting now with new 2025-26 grants. The SC's order demands a solution that is, at best, years

So when the SC orders all dogs moved "forthwith," it's demanding an infrastructure that doesn't exist. A lawyer in the case told the court the "available infrastructure is less than fractional". Animal welfare groups called the order "unsustainable" and "detached from reality"

It's the same "sorry state" everywhere. India has 1.53 CRORE stray dogs.➡️ Mumbai: ~90,600 dogs, only 8 shelters.➡️ Pune: ~1.8 Lakh dogs, just 4 dog pounds with a total capacity of 474 kennels.➡️ Bengaluru: Almost no dedicated municipal shelters.

So what's the infrastructure to "shelter" 10 lakh dogs? The MCD operates 20 "Animal Birth Control" centers, which are run by 13 different NGOs. But these are NOT long-term shelters; they're short-stay sterilization facilities built to catch, neuter, and release.

Let's look at Delhi, the center of the order. The city has an estimated 10 LAKH stray dogs. (The last official census was 15 years ago in 2009!). In 2024, Delhi reported 25,201 dog bites. In Jan 2025 alone: 3,196. The problem is real.
