It astounds (disgusts) me that with a $3B surplus, legislative leaders refused to support a phased-in plan to #FullyFundSPED . This bill includes a 1% SPED increase. Kansas will cover 69% of excess costs from SPED instead of 92%, which is in the law. What's the matter with Kansas?
