Well, not really. In the 18 months since this Tweet, public safety agencies can no longer afford to integrate X. The @petabencana account was a pioneer in integrating Twitter into public safety systems. X wanted more $ than their annual operating budget.
One of the most important use cases for the Twitter API has always been public utility. Verified gov or publicly owned services who tweet weather alerts, transport updates and emergency notifications may use the API, for these critical purposes, for free.

@GeorgeMonbiot I’m with you on not ceding this space. I just did a conversation with a developer at the blue option, @_emilyliu_, and @snowman, a former Twitter engineer focused on making this platform useful in disasters (a capacity badly degraded by Musk). Worth a listen:
