One thing that was missed in the discourse about the Pentagon centralizing legislative outreach is that the memo was issued on the same day most media orgs walked out of the Pentagon (h/t @ACapaccio). Also the memo has been taking its time being transmitted to the Hill 🤷‍♀️.
