Victims and survivors of abuse in the Church of England are daily retraumatised by its awful safeguarding processes. I don’t think the Church does it deliberately. I think it is just chaos and incompetence. But if it turns out to be a conscious strategy, that would fit the facts.

Clergy who write safeguarding witness statements can face disciplinary action under CDM if the subject of the statement doesn't like its contents. It's one of many things I experienced. The then Bishop allowed it to progress to the Pres of Tribunals, setting future precedent. 1/4

The length of time taken to resolve CDM complaints is clearly problematic for all. I am sure, though, that another CDM would never be deliberately held back until after a respondent had left office, to avoid a tribunal and a Determination in the public domain, would it??? 3/4

There is no national Church of England whistleblowing policy. Some Diocesan policies apply to clergy, but others only cover employees of a DBF. 4/4
