A well-explained article on Gram Kachcheri (Village Court). It can hear matters related to petty crime and small civil disputes. It not only keeps the judiciary from being overburdened, but also gives the community access to justice more affordably.

The case pendency is also high, given there's a huge vacancy - 23.8% of cases pending in High Court are 10-20 years old and 21.2% of cases are above 20 years. In district judiciary 30.5% cases are more than 5 years old.

Judicial vacancy is also high - 28.2% in district judiciary and 36% in High Courts. Staff vacancy is 22.1% in High Court and 28.2% in district courts.

The judge to population ratio is also concerning. Recommended ratio is 50 judges per million, but there are only 12.5 judges per million in the district judiciary and only 2.5 judges per million in High Court.

In district courts - SC, ST and OBC form 21%, 16% and 16% respectively. The representation has fallen from 39%, 35% and 36% as per 2022 report. Women form 26.5%, which is way better than the High Court where there is only one woman judge at present.

In terms of diversity, it is at the bottom - 17th out of 18 states. Something very concerning considering it's a tribal populated state. I have previously written about the lack of diversity in the Jharkhand High Court ().

The @IJRranking (India Justice Report, 2025) is out. Let's see how Jharkhand's judiciary is doing - Overall ranking of Jharkhand (police, prison, judiciary & legal aid) is 15 out of 18 states. Judiciary ranks 13 out of 18 states, slipping from 7th position in 2022.
