The current policy states that additional overnight shelters will be opened when "the city anticipates needing additional shelter capacity above what is available across existing shelters" We need clear temperature thresholds, not 'the city' subjectively deciding

Why is it subject to the whim of the city when additional overnight capacity is opened? While we're talking about revising the temperature threshold for daytime warming centers, can we also set clear temperature thresholds for opening expanded overnight shelters?
Inbox: with frigid temperatures and accumulating snow in Denver, the city will open the Carla Madison Rec Center at 2401 E. Colfax Ave. to expand overnight homeless shelter capacity tonight & tmrw. This is in addition to the opening of rec centers as warming spaces today & tmrw.
