The US federal forensic genetic database has >19 million profiles. Some local policies (like ‘spit and acquit’ in Orange Co, CA) expansively collect profiles, as if they have no medical info. Our SFSU student team questioned this central assumption with publicly available data.

I agree. Same for Master's students IMO. Whether an MS student does or doesn't have a paper to their name depends says very little about how they will perform in a PhD program. Depends too much on advisor, resources, etc.
