+1 to this—whatever you think about federal preemption of state AI laws, it won't have any effect on copyright, which is a federal statute. State AI regs that conflict with copyright (incl. fair use) are already preempted, in fact, though it's not stopping states from trying.
Copyright, which is the primary thing Davis says he cares about, is a domain almost entirely of federal law. Even broad preemption of state AI regulations wouldn't touch copyright liability. Preemption isn't "amnesty"; it's an extremely common effect of federal policymaking.

Good summary of the core copyright holding in today’s UK high court decision on Getty v. Stability. As Adam says, the logic is similar to US fair use - the model is lawful b/c in the end it is something new, not a copy of the training data.
