One of the most important things the world can do is make it clear that the Russia moving to occupied Ukraine are war criminals. These people need to be cleared out with lethal force. And EU countries need to start arresting them and turning them over to Ukraine.
Russia is deliberately resettling Chechens, Buryats, and other Siberian settlers into occupied Ukrainian towns. Soon, Afghans will join them, as announced by the Russian government. This tactic is meant to instill fear and suppress any resistance among Ukrainians.
