This budget acknowledges managing risk for MSMEs is critical but does not go the full distance. It falls back on loans. Credit guarantees for MSMEs without collateral, pooling of credit risk, and credit during stress are all good steps, but bolder measures could have been taken.

Elevated uncertainty and risk, particularly for MSMEs, is one of the features of the current economy. Something that I had highlighted in my pre-budget article in Mint online. I suggested the creation of an investment fund that can take an equity position and help share risk.
