I think that part of why civilizations collapse is that it's a process that leaves you either too indifferent or too crazy to act rationally. In theory, we can avert the worst, but in practice, we don't even try. The bad news just hit your brain in waves, until it malfunctions.

1-3 years. Crops are already failing, for now there's enough food, but prices will go up to make up for lost profits, rent is going up, everything becoming more expensive, at some point civil unrest is certain, after that, depends on how each government tries to fix the problem.
