Prop Q TLDR Part 2: turns out I was wrong — Council CAN cut the police budget, but only if the whole city budget shrinks and the cut is proportional to everyone else’s. Predicting today’s “balanced” budget will slash everything but APD.

Prop Q TLDR: Austin City Council voted for a police budget they can’t afford. Texas cities (legally) can’t lower police budgets once set so now parks, infrastructure, and all the good things are at risk. Vote for it but understand what’s happening and hold people accountable.

It feels to me like #atxcouncil did not have the political capital needed to marshal progressives after burning so much of it to pass the police contract that did a lot to put us into this budget mess in the first place.

Prop Q is about public order. In the short-term it funds a lot of homeless services & housing, which is about getting them out of public spaces. In the long-term, we'll need that boost to accommodate the new APD & AFD contracts. Everybody knows this, no one in power says it. 5/n

The dip in APD budget growth rate is from moving the $16m Central Intake ILA with Travis County from APD to "Interdepartmental Charges". Same service level, different accounting line. And here's the population projections I used, which are the City Demographers'. 4/n

Austin's population growth collapse should be a massive alarm for the budget, and the City's current reply is that this problem will just go away. Our budget should account for shock factors like this instead of acting like they don't exist.

@natemcguire @Doolittle78749 There’s $32M that sits there for openings they cannot fill while millions more go to OT pay. There’s tens of millions in police misconduct payouts.
