Revisiting this thread, just to update that upon visiting the place again, I saw sanitizer and more strictness to social distancing. Happy for the change.

This answers my question of why people of surendranagar doesn't have serious outlook towards personal health. Because govt facilities are so liberal and unaware of its responsibilities. It's like living in scaffolded building waiting to crash.
