But why is there such a shortage of housing in California? One reason is that zoning makes the most inherently affordable forms of housing illegal to build. In 75% of residential areas of Los Angeles, for example, it's illegal to build apartments.

These arbitrary constraints are most acute where demand for housing is highest, i.e. in high opportunity areas with good access to jobs. Take this West Los Angeles light rail stop, a billion dollar piece of infrastructure. It's illegal to build townhouses or apartments here.

SB 79 proposes a common sense fix: within a half mile of the busiest transit hubs (rail and BRT) in the state, cities should allow midrise, mixed-income multifamily housing. Based on the transit and proximity, buildings could be five to seven stories โ€” Paris-scale midrise.

I tend to think the political math for Gov. Newsom is fairly obvious: California is synonymous with unaffordability. By signing SB 79 and fixing CEQA, he would be able to enter the 2028 presidential election with the strongest pro-growth, pro-affordability record possible.

This isnโ€™t about building affordable housing โ€” itโ€™s a giveaway to developers who have been eyeing prime coastal real estate and are looking to cash in by eliminating any restrictions.
