Turns out to be a vintage hand-sander. The chamber in middle holds a roll of sandpaper, and the paper comes out of the front, held in place by the metal spring, stretched around under it, and the other end of the paper is held in place by the handle snapping down in the back.

@mSykeCodes I prefer consistancy, add brackets, never one line, never no brackets. I have also seen bugs in systems where some tosser decides to add no brackets and fucks it up cos someone else added a new statement assuming it to be in the if statement. i see 0 reason not to add
