my understanding is, this is why music educators cannot reference the music they are trying to educate you on without demonetizing their video -- they have the right via fair use to quote, but as actual humans they can't afford to sue the robots necessary to exercise those rights
A lot of platforms go beyond the DMCA §512's requirements, for various reasons. Youtube, for example, spent tons of resources developing Content ID, in large part to improve its relationship with major rightsholders. Nothing like Content ID is required by law, but they do it.
