Winter Session would usually start from 3rd week of Nov, special debates would happen on #ConstitutionDay on 26 Nov. Earlier winter session would get delayed coz of assembly elections (not a valid excuse!) but what is the reason this time? Govt takes #Parliament very casually!

And here goes the #WinterSession of #Parliament! Not only does the SIR timeline overlap with Winter Session, Opposition MPs will most likely protest against it. And Govt will use that as excuse to push bills through without debate, as it has repeatedly done.

It's their #toolkit- BJP deliberately sends Bills to JPCs instead of existing Standing Comms to control process by appointing BJP MPs as Chairs. Past JPCs have upheld Bills despite strong opposition. Now, Opp should demand that this JPC be chaired by Opp MP and then join!

This is not to say that BJP MPs are not capable. Also, one would like to believe that once appointed as Chairs of Committees, MPs would rise above their party affiliations and act ONLY to uphold their constitutional responsibility of keeping Govt under check. However...

The Financial Committees are perhaps more important than the rest, tasked with keeping a check on government's finances. Even there, BJP dominates. #Parliament

It's argued that composition of Committees roughly represents strength of different parties in the House. That flies in the face of the #accountability seeking function performed by Committees. Therefore, not surprising that Govt keeps #control of crucial Committees with itself.

The Committees were reconstituted recently and there isn't much change in the status quo. Even last year, NDA bagged chairpersonship of almost 2/3rd of all Department related #Parliament Standing Committees. Continuity or convention is, however, no justification for this.

As of now, Department related #Parliament Standing Committees (responsible for taking stock of work done by different govt ministries and departments) are constituted for 1 year and then reconstituted. Over a 5 year period, their composition more or less remains the same.

Though there is Public Accounts Committee of #Parliament, chaired by an Opposition MP, with the mandate of looking into CAG reports, but it doesn't have resources to possibly go through all audit reports & seek response from Govt. Accountability suffers due to lack of capacities.
