The leaks thing seems less about the size of the cabinet and more about a) unprofessional politicians and b) the circulation of minutes, which was pretty far and wide amongst private offices, at least in my experience. Same with pre-release ONS data.
I do think we should slim down Cabinet but it has really lost its deliberative function, not least because the ceaseless leaks have meant you canāt actually discuss anything privately.
