The problem is, kegally you cannot charge for content that is made for a licensed product/IP, because you don't own the content you're modifying. It's the same reason fanfic can't be monetized. You risk legal action otherwise. Modders can still ask for donations tho

Yup. The old rules allowed paywall as early acces, for about 2-3 weeks maximum, but after all the abuse they just changed the rules and while cc creators can ask for donations, all cc must be accessible for everyone regardless of whether you pay or not.

They can ask for donations but can't make it that the donation unlocks the content, and a lot of modders were hiding all their stuff behind paywalls for years, even when it's against the rules. Not to mention, legally you can't profit from stuff you make for someone else's IP

Since there's a lot of wild especulation now that Ubi removed the spetsnaz bios from their website: I'm pretty sure the characters won't be removed from the game. I think this censorship is stupid af tho, especially if they change the operator bios in the future or similar.
