6/ If China asserts its own legitimate security concerns, Japan’s must also be recognized—particularly when they arise from unavoidable structural realities. A stable regional order requires mutual acknowledgment of reciprocal security concerns, not unilateral narratives.

5/ Japan approaches the issue through its legal architecture and alliance responsibilities. China approaches it through sovereignty, history, and core interest narratives, framing any discussion as interference in China’s internal affairs. These conceptual logics do not align.

4/ Beijing’s claim that Japan has violated the 1972 Joint Statement is an excessive reading. As China itself repeatedly states that every country has legitimate security concerns, Japan’s concerns are no less legitimate—and are grounded in geography, not ideology.

3/ A major contingency in the Taiwan Strait would, by definition, have severe consequences for Japan’s own security. Geography, alliance infrastructure, and operational realities leave Japan no possibility of treating it as an external issue. Strategic separation is impossible.

2/ Japan’s concept of a Survival-Threatening Situation derives entirely from the 2014 Cabinet Decision and the 2015 security legislation. Its core purpose is to maintain the U.S.–Japan alliance's functionality. It does not create a legal mandate for Japan to “defend Taiwan.”

1/ A great deal has been said over the past two weeks about Japan’s position on the Taiwan Strait. Much of the commentary—especially from Beijing—rests on the claim that Japan has taken a “new step” toward military involvement. That claim does not withstand scrutiny.

北京で開催予定だった東京・北京フォーラムが延期に。出席して安全保障分科会等で議論する予定でしたが、実現できず残念。

中国外交部の声明は、主権や歴史の記憶を総動員した強い言葉で構成されている。しかし日本側が述べているのは、台湾海峡の不安定化が日本の安全保障に及ぶという地理的・機能的な連関であり、主権論とは別の次元にある。意図を過剰に読み取って応酬を高めても、状況認識の差は広がるばかりだ。

中国は自ら「すべての国には正当な安全保障上の関心（legitimate security concern）がある」と繰り返し述べてきた。日本の安全保障上の関心も相互に尊重されるべきである。中国が存立危機事態の発言意図を過剰に解釈して、言葉の応酬を重ねることは、不必要な緊張を高める。

台湾有事と存立危機事態をめぐる中国の反発は、かつて安倍元首相が「台湾有事は日本有事」と述べた際の反応と軌を一にする。日本が安全保障上の射程を地理的・機能的に説明しているのに対し、中国は主権や共同声明の基本的立場への侵害と捉える。木原官房長官が述べたように、日本に後者の意図はない。
