This didn't even require firing a bullet, and also worked with any vehicle or weapon including med kits, ammo bags, tugs etc.

This happened because of Battlefield 3's mass-kill function where you could spam the server with kill messages and it just accepted it. They added something called DamageArbitrator (iirc) which adds these checks if u shot near a person, but damage is still unverified server side.
Damage has been client side on all Frostbite engine games that I've checked. You change the variable client side inside the weapon class & the server will accept it due to Frostbite's modding system. Change the damage variable in ecx + 4 and that will occur on the server
