3-K for All is working. The old “childcare if you qualify” systems are not. That’s why we need universal childcare. Until then, we need to pay providers on time, reach out to families and help them access care, and finish building 3-K for All.

It’s not that families don’t need care, or that the system is large or flawed. More must be done to reach out to and help low-income families – especially families in shelter and immigrant families – navigate bureaucracy to get the care they deserve.

There is a subset of seats paid for with state and federal money that cover more hours, but require families to fill out lots of paperwork to prove they are low-income and wait weeks for care. Those seats are only 52% filled.

The #NYCCouncil is right to keep pushing for 3-K for All. Demand is high: the admin's data shows universal seats are 87% filled overall, over 90% in 11 districts – in a brand new program, post-pandemic, and with little outreach to families.

Congrats to @nycschools and @realdabvidcbanks for working with communities to drop many unfair MS screens that segregated our schools. And to the leaders in D15 who asked to drop all MS screens in 2018, and to @bradlander and @BilldeBlasio for taking that big step forward.

This also creates oppy's for more integrated programs and classrooms. We missed chances to make faster progress on this in rolling out Pre-K and we should not make the same mistakes again. (7/7)

Finally, as NYC grows services for kids 0-3, consider expanding by neighborhood, starting with those with the most families in poverty, growing to serve everyone living there, then moving on. This is how we began 3-K expansion and it worked. (6/7)

First, continue expanding 3-K to make it universal. If seats went unfilled, make sure that paperwork is not holding families back from enrolling, and that we are reaching out to families to help them get in. (4/7)
