The best way for the City Council to get a pay raise is through what’s known as the Quadrennial Commission, which mayors are supposed to establish every four years. Commissioners appointed by the mayor review the pay of elected officials and decide whether a raise is needed.

This isn’t just bad optics. It’s actually illegal. The City Charter expressly prohibits the Council from approving pay raises after Election Day for good reason: to prevent self-interested decisions by elected officials who won’t face voters again for another 4 years.
