This is an excellent point. Also, the designers and supporters could be cross examined so the public can understand how often they use public transit.
Random thought: Last week I was sitting in the jury waiting room in SF and was wondering why we only have juries for criminal trials and not for public investments or improvements. I can imagine some of the road designs we build would not stand up in a court of infrastructure.
