@jacobfhsmith @goshofar Actually, they did, and the NorthWest Territory was started in 1787, before the Constitution was adopted, so the writers knew that more states were coming.

@jacobfhsmith That's pretty disingenuous. There is a constitutional process for admitting more states. There's also a constitutional designation of a capital that is explicitly not part of a state. These are not the same.
