1) I think this is the key point. The govt couldn't decide on how to set the T10 / T15 threshold and has kicked the can down the road. The current proposal allows for the kinks in the proposed system to be worked out without any threshold.
B. Future policy moves: Is announced policy phase 1? If so, and with operational feedback from this initial phase, govt is in good position to later tighten quotas and/or start excluding T1, T5, T20 etc Current concerns (regressivity, weak savings) could then fade…

My own special officers who were non PTD lost their jobs after the Sheraton move. Whereas I still had my position & salary as an MP, they had to look for new jobs amidst the pandemic. My tweet wasn't meant to be sarcastic. I respect some of the special officers of both Ministers.
