New ministers deserve more than new titles. They need a reformed structure that enables them to perform. Reform begins with people โ€” but it succeeds with the right systems.

From SME empowerment to education reform, clearer mandates, stronger coordination, and fit-for-purpose institutions are essential to turn policies into outcomes that people can genuinely feel.

Changing ministers matters, but what truly determines the success of reform is how government functions are organised and how well institutions work together.

Like a football match at half-time, a review is not just about making substitutions. It is about fixing weaknesses, adjusting tactics, and setting the team up to win.

Students who were promised a waiver upon graduating with first-class honours (2022โ€“2024 cohorts) now see that promise erased. This is not about privilege. Itโ€™s about fairness. MOHE must announce the review timeline and involve all stakeholders.

As I highlighted at my press conference in Parliament, a review must have: โ€ข A clear timeline โ€ข Transparency โ€ข Student & stakeholder participation not a closed-door study lasting a year.

๐Ÿ‡ฒ๐Ÿ‡พ Why are first-class IPTS students being left behind? It has been almost two months since students, parents and civil groups raised concerns about the removal of the PTPTN waiver yet MOHE still has no clear answer beyond โ€œwill reviewโ€.

Because whatโ€™s the point of studying STPM inside a university if even straight-A students still canโ€™t get their preferred degree programmes? Form Six must no longer be sidelined. A fair, coherent and future-ready system is long overdue.

I urge the Govt to: ๐Ÿ”น Fast-track the integration of all pre-U programmes ๐Ÿ”น Increase STPM studentsโ€™ admission rate into public universities ๐Ÿ”น Promote STPM as a world-class pathway for more Malaysian students

I asked MOHE in Parliament: Will Malaysia finally streamline our pre-university pathways so students donโ€™t face a confusing and unequal system? MOHE says STPM will be transferred from MOE to MOHE during RMK13. A pilot with 160 Form Six students at UKM & USM began in June 2025.

Itโ€™s a warning that PHโ€™s integrity and progressive offering appear unclear and unreliable. This isnโ€™t just a Sabah issue โ€” without real change, a nationwide backlash may follow. Never take urban voter support for granted!

While the proposal to elevate Form Six status is a positive step, only a transparent and equitable admissions mechanism can truly ensure that hardworking Malaysian children regardless of race or region, receive the opportunities they deserve.

Form Six students spend two years working exceptionally hard under a more demanding academic structure. What they need is not merely symbolic elevation, but a fair system that allows them to compete on equal footing.

I reiterate that the STPM is an internationally recognised qualification, equivalent to the GCE A-Level, and has long been respected for its academic rigour. It has produced countless excellent graduates who continue to contribute to the nation.

The two tracks also differ in their academic and co-curricular scoring systems.

Enhancing Form Six status doesnโ€™t automatically improve admission chances. STPM & Matriculation still operate under two separate point systems in the UPU process: โ€ข STPM: NGMP + PNGK (CGPA) โ€ข Matrikulasi: CGPA only

To uphold equity, I urge MOHE to consider differentiated entry thresholds based on district-level socioeconomic backgrounds so students from rural and under-resourced communities have a fairer chance to enter public uni. This is how we uplift vulnerable communities meaningfully.

However, status alone is not enough. We must reform the admissions system by gradually moving towards a unified STPM-based pathway , a single, standardised and transparent system for all students to compete fairly for university places.
