For issues that need legislation some concerns will need regulation (like prohibiting certain uses or requiring disclosures) while others will need nonregulatory policies (like funding R&D or standards). Some of these will need AI-specific policies while others should be general.

Important to note the divide btwn EO aspirations and the current state of affairs. Take EO's rightful endorsement of benchmarks for red teaming, biological synthesis screening, and AI-generated content. These all are ongoing areas of research that lack straightforward solutions.
