That’s correct. It began with lies and a campaign of hate. Words. Films. Leaflets. Even “games” such as this one
Lots of Jews noting correctly neither the Holocaust nor Jews mentioned here. Also worth noting the Holocaust did not begin with "apathy and silence." It began with lies about Jews that millions eagerly ate up out of sincere belief or because it was convenient for them.
