Fact: Panhandling is caused by lack of adequate, affordable housing, low wages, lack of health care, and other systemic causes. Addressing people’s survival needs is the best way to end panhandling, whereas criminalizing is the worst. #IAskForHelpBecause #HousingNotHandcuffs
