Farmers don’t want bandaid flood handouts. We need government investment in public infrastructure so we can get on with business. Eg: Roads, rail & ports. Road repair needs to start immediately so we can move agricultural produce to markets.

The whole premise behind irrigation is to store some water when it is in abundance, to be used to grow crops later when there is less water available. Hence floods are a good time to store a small portion of of flows. It’s not rocket science.
Floodplain harvesting must be reduced, licensed and measured, but in unregulated river systems, storing water when there's plenty helps keep farms, jobs and regional towns going when droughts set in. Farmers store only a fraction of floods, leaving the rest for the environment.
