So what does that look like in practice?.– From siloed oversight ➝ regulatory stacks.– From one-off sandboxes ➝ permanent testbeds.– From closed policymaking ➝ neutral conveners (think: universities, research labs).– From national rules ➝ cross-border interoperability.

This isn’t just a policy lag. It’s a design problem. If innovation is modular, programmable, and interoperable….Regulation has to be too. We need regulatory infrastructure, not just better rulebooks.
