It's actually worse than that. Because of sunk-cost bias, graduates are now reluctant to accept jobs which do not require a degree. Consequently a qualification may actually be limiting not increasing opportunity.

UK graduates pay 9% of their pre tax income above a threshold (typically £28,470) in student loan repayments until their loan is repaid or 30 years have passed. Not surprisingly we have problem of graduates who are unemployed or in low income employment.
