The 80s, 90s and early 2000s saw a huge exodus of educated elites from China, South Korea, India to the West. It is not a sustainable immigration policy because those countries became places to get rich without needing to go to the West.

Toronto in the late 2000s and 2010s had an insane density of PHR immigrants (poor, hungry, and a strong desire to be rich). I think this is a one time talent glut that is difficult to replicate and should not be attempted to.
