I can understand why newbie 2019 entrant might have this perspective (no offense). Us crypto boomers who have been working with lawmakers, regulators and law enforcement since <2011 have a different perspective: we've been cooperating, working very hard to pave the way all along.

2) For a long while, relations between the crypto industry and regulators were... not great. The negative interactions and frustrations way outweighed the productive discussions. Partially this was because of a lack of clarity. Partially, the industry didn't try to cooperate.
