I need to respond like this because your friend blocked me for some reason. Hoarding wealth is irrelevant. It's their money, they can do what they want with it. They earned the money in a fair way. I don't think it's good to sic the gov't on whoever we don't like.

Including regularly taxing gains in stock markets. Instead most hoard the wealth. A healthy economy needs as many dollars cycling through as possible.
