I wrote about this TWO YEARS AGO. Itās been a problem for ages. The number one thing I hear from attorneys is about their long list of incarcerated clients who are deemed āmiss outsā in court ā partly because of transportation.
Up to ONE THIRD of people in LA County jails canāt get to court because the sheriff's department doesn't have enough functional buses:

Most unhoused ppl I've interviewed say sanitation cleanups are necessary but the way in which the city conducts them is flawed and cruel. I've seen people lose everything they own because they were working and weren't able to move their stuff before sanitation trashed it.
Unhoused residents living in CD13 were given notice that there would be a "major cleaning" at 6 AM on Feb 23. But the "clean up" didn't start until around 3 PM. An unhoused resident told me sanitation "took everything, even food." They also said that bikes were trashed. @LATACO

That the emergency broadcasts in Santa Barbara are off air because of the storm is telling.
Due to a power outage, NOAA Weather Radio broadcasts from Broadcast Peak in Santa Barbara are currently off the air. This includes land (162.40) and marine (162.475) broadcasts. Warnings that require tone alerts will not be transmitted from those frequencies until power returns.
