Bollin: "We've said to the gov and the Senate -- show us your roads plan. They said we can't show you a roads plan until we see your budget. Well guess what? They have our budget now.". To Bollin's point, the ball is now in the Senate's court on road funding.

Bollin said they've also been hounded by the press (our jobs) and the Senate all through the process, so transparency was there.

Bollin said her approps committee didn't start by asking departments how they could increase their budgets, they held numerous hearings delving into current projects and programs. She said they dug in to see if those programs were actually delivering, which informed the budget.

Rep. Ann Bollin on question if the budget process they engaged in was truly transparent given that the budget passed today was discharged from committee on the floor: "We approached this very differently.".
