"any game you want" != "soulless imitations of existing games" there's your mistake. * without claiming that this tech demo is capable, or will be capable, of doing that.
Let’s say we reach the day where you can generate any game you want, what is the point? Like genuinely is there an audience that wants to play AI generated games that are completely soulless, cheap imitations of real games This only satisfies investors, not real gamers.

if you want to build a smooth, responsive, visually interesting, non‑janky card interface for your game please do it like this for your own sanity (i'm using godot, but these recommendations are framework agnostic). each card owns it’s own motion. cards use spring simulations

yes. if this effect was OP, reduce the slowdown % or the effect duration.
Statslike games are full of this kind of "get X bonus, but it also sucks for reason Y". I guess the ostensible reason is Game Balance but actually you don't need the negative. The game will feel better, and players' thinking much more clear, if you just do the positive part.
