I must admit I'm slightly confused by reducing our alert from 4 to 3. Beijing's closing areas with 36 new cases a day. We're opening up when flatlining at 1,000+ cases a day. The R rate's still 0.7 to 0.9. Things aren't increasing, but am I missing data that it's dropping?

SURELY we're post food restrictions by now? If you could sort this before tonight so we can amend out order, that would be great.
